Magento Shopping Cart Price Rule per Store View (https://bsscommerce.com/shopping-cart-rules-per-store-view.html)is an extension that can help store owners to set up shopping cart price rule for each store view instead of the whole website as in default Magento.
This module adds store view as a condition for admin to set up. The condition includes a lists of store views to select to apply the rule.
