Even though Magento default allows admin to set minimum value for each order of customer, admin cannot decide the which minimum order amount to apply to different customer group. This will limit the capability to set minimum amount for specific customer group and cause inconvenience for customers. For example, you want wholesaler to purchase at least $100 for each order to get benefit package for buying wholesale, but if you just use Magento default to set $100 as minimum order amount, this would also mean that other customer groups would have to spend the same amount just to checkout successfully.
Thus, a great solution is recommended to solve that issue - Minimum Order Amount for Customer Group for Magento 2 by BssCommerce.
