To become a citizen of US a permanent resident should apply for a Declaration of Intention.  In some states if you wish to engage in certain type of livelihood or profession or to obtain licenses of certain types this is required but it’s not needed for naturalization using N400 form. Any green card holder who is filing the Form N-300, Application to File Declaration of Intention should be in US and also above the age of 18 years. To carry out business in some states, a Declaration of Intention is required for a new US citizen in that state.

In a few U.S. Citizenship and Immigration Services (USCIS, formerly known as the INS) district offices,the swearing-in ceremony for receiving the naturalization certificate will then take place from 1 to 180 days after the interview, although in some it can take another one or two years.
